  • Revenue-Generating Projects Only – Tax-exempt developments are restricted, ensuring growth contributes to the city’s financial health.
  • No Short-Term Rentals – Any residential projects must be for long-term housing, preserving Galveston’s community-driven atmosphere.

The 26.3-acre tract has been managed by Scholes International Airport since its acquisition through a U.S. government indenture release in 1949.
